Detailed Description
The performance evaluation aimed to assess the effectiveness of key interventions, draw learning in the program, and inform future programming. The main aim of this evaluation was to systematically analyze the program’s outcomes and results and its underlying working mechanisms against the Theory of Change and synthesize learning to contribute to future programming.
Services Provided
Assessed the approaches, results/achievements of LUC focusing on relevance, coherence, effectiveness, efficiency, and sustainability, including:
Evaluated LUC’s overall performance by assessing results against project goals and indicators.
Assessed the effectiveness and results of DAI implementation approaches, context, and adaptive programming in meeting LUC objectives.
Identified different approaches/strategies adopted by different grantees and DAI to mitigate the key challenges (external and internal) in the effectiveness of implementation of the project.
Identified and shared good practices, lessons, and strategic recommendations for DAI and DRL for future programming. These include:
Analysed key success factors that can be adopted by other agencies, government departments, and clients for better results.
Made recommendations to the US Department of State concerning future interventions and programming in Pakistan.
